Abstract
Di era teknologi informasi, keberadaan media massa dianggap sangat penting untuk memenuhi kebutuhan informasi masyarakat. Banyak media yang dapat digunakan untuk menghubungkan informasi. Keberadaan internet juga memiliki arti penting dalam mengubah kebiasaan masyarakat dalam mengumpulkan informasi. Oleh karena itu, perkembangan dunia komputer dalam bidang multimedia memegang peranan penting dalam memberikan informasi kepada masyarakat. Banyak sekali hal dalam penyampaian informasi yang diolah dalam multimedia agar terlihat lebih dimengerti penyampaiannya. Berlandaskan hal tersebut penulis membuat Perancangan Teknik Motion Graphic Video Informasi Dinas Komunikasi dan Informasi Kota Palembang Metode R&D pembuatan surat secara digital dengan Aplikasi Sidemang. Penelitian ini menggunakan metode Research and Development dengan model PPE (Planning, Production, and Evaluation). Penulis melakukan pengujian terhadap responden Masyarakat Kota Palembang 25 responden dan 2 ahli media. Hasil pengujian membuktikan bahwa Perancangan Teknik Motion Graphic Video Informasi Dinas Komunikasi dan Informasi Kota Palembang Metode R&D ini efektif dan efesien dengan skor jawaban 71-75% dalam kategori “Setuju”.
